The Limited Courts are, perhaps, the courts that most Arizona citizens are aware of. Sometimes also referred to as a Lower Courts, they are so named because of their limited jurisdictions. In other words, state law defines and limits the types of cases that can be heard in these courts. The Arizona Limited Court System is made up of the Justice of the Peace Cour
ts, and the City Municipal Courts. They handle minor traffic violations, minor crimes, and some civil matters.
In Mohave County, there are five justice of the peace precincts, serving the northern Arizona Strip area, the Kingman/central area, the Bullhead City area and the Lake Havasu/southern area. In addition, there are several Municipal Courts. Specifically the courts are the Moccasin Consolidated Court, the Kingman/Cerbat Justice Court, the Kingman Municipal Court, the Bullhead City Justice Court, the Bullhead City Municipal Court, and the Lake Havasu Consolidated Court. While similar in nature, each court is comprised of its own unique characteristic, providing service designed to fit the needs of the communities that they serve. Each court has a justice of the peace and/or magistrate, and the justice of the peace courts also have constables. The Mohave County Limited Courts are serviced overall by the Limited Jurisdiction Court Administration. Designed to provide continuity within the county, the Court Administrator’s Office handles judicial support functions to the Limited Court judges and magistrates, under direction of the Presiding Justice of the peace. This office oversees program functions set up by the courts.

About the Limited Jurisdiction Court Administrator
Thelma Faulkner has been the Limited Jurisdiction Court Administrator in Mohave County since April 2005. Located in the Kingman/Cerbat Justice Court, Ms. Faulkner is responsible for managing the administrative activities of the justice of the peace courts, consisting of five judges. She also provides some coordination between the justice of the peace courts and the municipal courts. Prior to coming to Mohave County, Thelma worked for the Arizona Supreme Court, Administrative Offices of the Court, and prior to that, she worked for the Maricopa County Juvenile Court for 18 ½ years. During her years with the Juvenile Court, Thelma worked in Court Administration, Finance/Collections, and Information Technology. Ms. Faulkner has an MBA and a Bachelor of Arts in Business Management from the University of Phoenix, Phoenix Campus.
